Neil Portelli is a graduate in Public Policy and Social Sciences from the University of Malta.
What started off as a University of Malta placement, was followed by posts within MEUSAC’s Administration Team moving on to the role of Executive within MEUSAC’s EU Policy and Legislation Team and eventually holding the role of Director within the same organisation.
Throughout his career, Mr Portelli held a number of roles amongst which that of Secretary of the Civil Society Fund, a fund that offers local Non-Governmental Organisations financial assistance for the purpose of affiliation with, and participation in European groupings, and training related to EU Policy/Programmes. Furthermore, Mr Portelli held the role of Secretary within MEUSAC’s Core Group which brought together Malta’s leading Civil Society groupings to discuss and consult on EU matters having national strategic importance.
Mr Portelli held an active role in consulting on behalf of the Maltese Government with a number of stakeholders on matters related to EU Policy. This role involved a hands-on approach through which Mr Portelli had the opportunity to discuss a vast array of subjects with stakeholders hailing from various sectors. Towards the latter end of his role within the civil service, Mr Portelli was actively involved in the preparation of a number of Policy Papers following in-depth discussions with professionals from different sectors.
As recently as 2020 Mr Portelli was involved in the full execution of a number of EU projects which included market research, budgeting, governance, procurement and the overall coordination with all stakeholders.
